In June 1976 District 6 Planning Council commissioned the Community Design Center in Minneapolis to prepare a community action proposal. The proposal was paid for by District 6 Planning Council out of Community Development Block Grant (CDBG) funds. The proposal was finished in 1977. It references land use, zoning, parks, traffic, business districts and other items of importance and some results are still relevant today.
