Established in 1993, the PCIARC was the first review commission of its kind in the state and was born out of a citizen task force that included the NAACP, labor leaders and the LGBT community. Its nine members are civilian St. Paul residents. The commission reviews civilian-initiated police conduct complaints, making disciplinary and policy recommendations to the Chief of Police. This form of administrative hearing does not replace civil or criminal court, but rather acts as an employer-based disciplinary process, which is subject to local and state labor laws.

Recently, NENO voted unanimously to make 171 Front an intake location for an intake location for complaints about St. Paul Police conduct. Please contact us at or 651-488-4485 for more information or to set up a meeting.
